ZONE EVENT CONDITIONS OF PLAY
Play is governed by the current Golf Canada Rules of Golf, and where applicable, by the following Local Rules and Terms of the Competition, subject to changes, additions or deletions for particular championships by the PGA of Saskatchewan. Complete Local Rules may be found in the current Golf Canada Official Guide to the Rules of Golf. Unless otherwise noted, the general penalty for breach of a Local Rule is loss of hole in match play or two (2) strokes in stroke play.
1. SEPERATE TEE POLICY
All Female/Senior members have the option to play from a designated forward set of tees. Eligible members who exercise this option must continue to do so in all events during the season. The Female/Senior yardage will be set approximately 10% shorter than the regular yardage. (Senior is defined as 50 years of age). Ay member who chooses to compete at a reduced length in events that result in qualifying against regular length participants for subsequent events or awards, will be declared ineligible for those events/awards.
2. CLUBS AND BALLS
a. List of Conforming Driver Heads: Model Local Rule G-1 is in effect. Penalty for making a stroke with a club in breach of the Local Rule: Disqualification
b. List of Conforming Golf Balls: Model Local Rule G-3 is in effect. Penalty for breach of the Local Rule: Disqualification
3. PACE OF PLAY (Rule 5.6)
A player is subject to penalty if he unduly delays play in breach of the PGA of Saskatchewan Guidelines:
All participants are required to finish their rounds within the allotted time posted on the first tee or within 15 minutes of the group directly in front of them. A round is considered complete when the scorecard is handed into the Tournament Committee who will be greenside at the 18th hole. Any player in a group who does not meet the posted guideline, is subject to being timed by a member of the Tournament Committee at any time during subsequent rounds in any Zone event for the remainder of the year. Once told they are on the clock, failure to execute any shot within 40 seconds of when it clearly their turn to play will result in a one stroke penalty for each offence.
4. PRACTICE (Rule 5.2 and 5.5) Before and between rounds in stroke play, Rule 5.2b is modified in this way:
A player must not practise on the competition course before or between rounds. Penalty for first breach: General Penalty. Penalty for second breach: Disqualification.
During a round, Rule 5.5b is modified in this way: Between the play of two holes, a player must not:
- make any practice strokes on or near the putting green of the hole just completed, or
- test the surface of that putting green by rubbing the putting green or rolling a ball.
In match play, on any day of a competition, practice on the championship course is prohibited before the player’s first match and between matches.
5. SUSPENSION OF PLAY (Rule 5.7)
The course and all practice areas are closed when play is suspended for a dangerous situation until the Tournament Committee has declared them open. A player practicing in these areas when closed will be subject to a penalty of disqualification under Rule 5.7.
Note: A suspension for a dangerous situation will be signalled by one prolonged air horn note. Resumption of play will be signalled by two short air horn notes.
6. ABNORMAL COURSE CONDITIONS (Including Immovable Obstructions) (Rule 16)
Ground Under Repair includes: a. Areas defined by white lines (excluding out of bounds) b. French drains filled with stones c. Seams of Cut Turf – If a player’s ball lies in or touches a seam of cut turf or a seam interferes with the player’s area of intended swing (does not include the player’s stance): (a) Ball in the General Area: The player may take relief under Rule 16.1b. (b) Ball on Putting Green: The player may take relief under Rule 16.1d. All seams within the area of cut turf are treated as the same seam in taking relief. d. Immovable Objects - White-lined areas of ground under repair and the artificially surfaced road or path or other identified obstruction they tie into are treated as a single abnormal course condition when taking relief under Rule 16.1.
7. WOOD CHIPS AND MULCH Wood chips and mulch are loose impediments.
8. TEMPORARY IMMOVABLE OBSTRUCTIONS Model Local Rule F-23 is in effect. Temporary immovable obstructions include, but are not limited to, starting and scoring tents.
9. PENALTY AREAS (Rule 17) When a red penalty area is defined on only one side, it is deemed to extend to infinity. When a red penalty area adjoins a boundary, the penalty edge extends to and coincides with the boundary.
10. INTEGRAL OBJECTS The following are integral objects from which free relief is not allowed:
a. Wrappings, wires, cables, and other similar objects when closely attached to trees,
b. Artificial walls and/or pilings which are adjacent to the edge of bunkers,
c. Interference by bunker liners in their intended position with a player’s stance, is not of itself, interference under this Rule.
11. PERMANENT ELEVATED POWER LINES OR CABLES If a ball strikes a permanent elevated power line or cable, the stroke does not count. The player must play a ball without penalty from where the previous stroke was made (Rule 14.6).
12. ONLINE SCORING Use of the online scoring is mandatory for all participants in all events. The hard scorecard however will be the official score.
